Arts are an important part of the economy, so it makes sense for the government to subsidize both the arts and their audience. The extremely wealthy pay very low taxes since there are all sorts of ways to hide or defer income, so tax deductions are largely irrelevant to their decisions. In contrast, those with more modest incomes are likely to be encouraged to donate if it means the government is chipping in.

My negative reaction to tax deductiions reflects a (data-free) impression that the donations of the rich largely support the prestige consumption of the moderately rich - opera, ballet, classical music and so on. I wouldn't be upset if there was less provision of these cultural forms but we had more innovative and creative work that spoke to a larger number of people. A Basic Income for artists might help with that.
